Care Cadets is a proposed model. It is intended to be independently evaluated through a carefully designed London pilot; it has not yet demonstrated outcomes.
EVIDENCE DISCIPLINE
A credible pilot should make evidence possible.
What exists now: a developing proposal and a distinctive person-first, accountability-led practice framework.
What is proposed: a London pilot with a core focus on ages 16–25, designed with appropriate safeguards and statutory partners.
What needs to be tested: feasibility, implementation and impact through an independently evaluable approach. Evaluation questions, measures and governance would need to be agreed with the right stakeholders.
A CLEAR LIMIT
Care Cadets does not claim to have reduced reoffending or delivered outcomes that have not yet been demonstrated.
