THE PROFESSIONAL TEST
Safe, lawful and operationally credible by design.
Safeguarding & public protection
Any pilot would need clear safeguarding arrangements, risk management and routes for escalation.
Statutory responsibilities
Roles, duties, boundaries and decisions must remain clear across relevant services.
Referral design
Eligibility, entry points, consent and referral arrangements would require co-design, not assumption.
Information governance
Data access, sharing, confidentiality and evaluation would require appropriate legal and operational agreement.
Partnership working
The model would need to complement existing provision and be tested with the right operational stakeholders.

Care Cadets does not replace Youth Justice, Probation, children’s services, leaving-care responsibilities, judicial decision-making or specialist provision.
